Council Meeting Highlights - September 8, 2026

Council received a petition regarding resident only parking on Aspen Lane and requested that staff research this issue and report back to Council  

Feedback regarding pay parking stalls, signage, and timing was received and will be incorporated into an annual review of the program 

Recommendations from the Environmental Advisory Committee were approved by Council as follows:

• Canada Goose Management: Staff will consider both passive and active non-lethal hazing methods as potential alternatives to egg addling for Canada goose management. 

• Miami River: The Village will engage with the District of Kent regarding riparian and water health concerns related to the upper reaches of the Miami River. 

• Alternatives to Fireworks: The Village will request that Tourism Harrison continue to explore alternatives to fireworks for events. 

Council adopted the recommendations brought forward from the August 17, 2026 Committee of the Whole meeting. The adopted recommendations include: 

• Water and Wastewater Treatment Plant Master Plans: Council adopted the Water and Wastewater Treatment Plant Master Plans, and staff will prepare a five-year capital plan incorporating recommendations from the Village’s master plans and community input for Council’s consideration. 

• Wastewater Treatment Plant: Staff will prepare a report outlining the factors that informed the previous Council decision regarding the current location of the Wastewater Treatment Plant, including an assessment of whether any of those factors have materially changed. 

• Water and Sewer Rates: Staff will prepare a report that includes a revenue assessment and sensitivity analysis of water and sewer rates as part of the five-year capital plan. 

• Amenity Cost Charges: Consideration of an Amenity Cost Charges Bylaw will be presented to the incoming Council as part of the strategic planning process. 

• Forestry Management: Staff will request that forestry management be added to the agenda for the next Lets’emot Community to Community Forum. 

The Union of BC Municipalities (UBCM) Convention takes place September 14–18, 2026, in Vancouver. The annual convention brings together local government leaders from across British Columbia to share knowledge, discuss issues affecting communities, advocate for local priorities, and engage directly with the provincial government. It provides an important opportunity for municipalities to raise community-specific concerns and seek provincial support and funding. As part of this year’s Convention, Council will meet with several Cabinet Ministers to discuss priorities that are important to Harrison Hot Springs, including: 

• Minister of Citizen Services: Funding stream for responding to Freedom of Information (FOI) requests. 

• Minister of Forests: The BC Timber Sales Operating Plan consultation process and the importance of continued FireSmart funding. 

• Minister of Health: Funding and recruitment to support the Village Health Centre. 

• Minister of Infrastructure: Funding and timelines for a new elementary school. 

• Minister of Indigenous Relations and Reconciliation: Modern treaties. 

• Minister of Water, Land and Resource Stewardship: Oversight of the hot springs source.
