
Pursuant to section 124(3) of the Community Charter, the Village of Harrison Hot Springs hereby gives notice of its intention to consider giving third reading to Council Procedure Bylaw No. 1216, 2025 at its regular Council meeting scheduled for:
Date: Monday, March 3, 2025
Time: 7:00 p.m.
Location: Memorial Hall, 290 Esplanade Avenue
In general terms, Bylaw No. 1216 proposes the following changes:
- Changing regular Council meeting start times from 7:00 p.m. to 5:30 p.m. and the end time from 10:00 p.m. to 8:30 p.m.
- Adding Land Acknowledgements, Public Hearings, Declarations of Conflict of Interest and Notices of Motion to the order of business at regular Council meetings, and removing the Consent Agenda
- Removing the order of business for special Council meetings and allowing for a flexible agenda
- Adding Notice of Motion provisions
- Adding provisions for respectful conduct by delegates and during question period, and adding criteria for delegation requests
- Allowing for electronic participation by the public in question period, limiting questions at regular Council meetings to two minutes each and adding that question period will be allotted ten minutes total
- Adding a requirement to cite the rule or authority when deciding a point of order
- Clarifying Committee of the Whole meeting procedures and allowing Council members to speak for up to ten minutes on a matter instead of five
- Adding provisions for Committees and Commissions with respect to delegations, method of resignation, members serving their term until the next general local election and having Terms of Reference, annual work plans and annual reports reviewed and/or approved by Council
It is the intent of this bylaw to repeal and replace the Village’s current Council Procedure Bylaw No. 1164, 2021.
Timeline:
- January 14, 2025 – Bylaw No. 1216 was presented at a Special Council/ Committee of the Whole Meeting and given first and second readings
- February 3, 2025 – Bylaw No. 1216 was referred by Council to a Special Council Meeting for further discussion
- February 13, 2024 – Bylaw No. 1216 was amended by Council
- March 3, 2025 – Bylaw No. 1216 will be going before Council for consideration of third reading
